Where Stevens Releases Go

Stevens Correctional Center holds state prisoners under the West Virginia Division of Corrections and Rehabilitation. It is not the booking jail for routine McDowell County arrests. A person who leaves Stevens may reach a minimum discharge or final release date, depart on parole after approval and processing, transfer to another state institution, or move under another authority’s detainer. Only an actual community release ends physical correctional custody.

Parole and discharge are not synonyms. Parole is conditional release into community supervision before the sentence is fully discharged. Final release ends the state custodial term reflected by the executed records, subject to any separate authority. A prison transfer merely changes location. The institutional release or movement disposition should name which of these events occurred.

Confirm a Stevens Prison Release

Open the WVDCR Offender Search for Prisons, not the regional-jail search. Search with an exact identity or offender number when available. Open the matching detail and preserve the wording shown for institution, offender number, sentence data, status, parole information, and dates. Automated research could not confirm that every discharged person remains indexed, so a missing result should lead to records staff rather than a firm conclusion.

The prison search is a starting point. A current time sheet shows how WVDCR calculated the Minimum Discharge Date or Final Release Date. A Board order shows parole authority. VINE reports an event supplied by the agency. The executed institutional record shows the actual date, time, and disposition of release or movement.

4. When parole is involved, obtain the Board decision and scheduled release information.

Stevens Release Dates and Status

WVDCR policy uses “Minimum Discharge Date/Final Release Date,” often shortened to MDD. It is the scheduled date if an eligible prisoner stays continuously incarcerated and does not lose good time. It can move after lost or restored credit, added credit, a corrected sentencing order, a new sentence, escape time, or a detainer. The current time sheet is stronger than arithmetic based on the announced sentence.

PED means parole eligibility date. It is the first point at which parole consideration may occur under the applicable law. Eligibility creates no right to release. A Board grant can also precede a scheduled date and actual physical release. Finally, discharge from parole is a later event that ends supervision. Label each date by its source.

West Virginia generally grants one day of statutory good time for each eligible day physically incarcerated. It is not a blanket 85-percent rule, and exclusions apply. Good time is not earned while on parole or bond. Life-sentenced prisoners do not receive this statutory credit. These limits make a person-specific WVDCR time sheet essential.

Stevens Release Records Contact

The official Stevens facility page identifies the Welch institution and its current WVDCR role. Call the main line for the proper records route. The records fax is available for written material, but confirm the destination before sending personal identifiers. Do not seek medical, victim, classification, or security-sensitive content.

A focused request should give the full name, OID if known, date range, and related McDowell case. Ask for the actual release or movement date and time, release or transfer disposition, and destination category. State that older material may be indexed under Stevens Correctional Center or McDowell County Correctional Center.

Stevens Release Record Fields

WVDCR Policy 142.00 treats broad offender records as confidential under its framework, so asking for a full file is less precise than requesting discrete facts. West Virginia FOIA allows requests for reasonably specified existing public records, subject to exemptions. The custodian may redact protected content and produce any segregable nonexempt portion.

Ask for electronic copies when records exist in that form. If the agency withholds a requested field, ask it to identify the governing statute or policy. An institutional release entry should be paired with the current time sheet or Board record when the reason and calculation matter.

Stevens Historical Release Record Names

Stevens has a local history that directly affects record searches. The site began as the former Stevens Clinic Hospital. McDowell County acquired the property in 2001, and it began holding state prisoners under a County Commission arrangement in 2006. The facility changed again in July 2025, when it became fully state-owned and operated by WVDCR.

Historical records and Parole Board calendars may use “McDowell County Correctional Center,” “Stevens Correctional Center,” a county-contract description, or an abbreviation. A request with only the current name may miss an older index. Include both major names, the relevant date range, the person’s OID, and McDowell as the sentencing county when applicable.

Current release verification routes to WVDCR. For an older event, the agency may need to identify whether records remained with a prior custodian or moved into the state system. The date of the event controls more than the building's present name.

Board calendars may also shorten or vary the institution name. A calendar entry proves scheduling, not a grant, denial, or release. Preserve the abbreviation and calendar date, then ask the Board for the matching decision and Stevens or WVDCR for the physical release event. This keeps historical naming from turning a hearing record into an unsupported release claim.

Stevens Parole Release Verification

The West Virginia Parole Board schedules eligible prisoners and issues decisions. A grant can include conditions and a scheduled release process, but it is not proof of same-day departure. Request the decision category, grant or denial record, scheduled date, and any later rescission or revocation information that is releasable. Then obtain the actual WVDCR release event.

After a parole release into McDowell County, the WVDCR Welch Parole Office is the local Region 4 route for supervision questions. Ordinary court probation is separate and belongs to the judiciary. A prison release result should not be used to guess which form of supervision applies. The Board order, court order, and supervising office are the proper sources.

West Virginia VINE also covers WVDCR prisons. An alert supplies an agency-reported event, but transfer reporting may not arrive until the person reaches the next institution. Match the reporting facility and exact language, then cross-check the institutional record before calling the event a community release.

Stevens and McDowell Custody Boundaries

Stevens sits in McDowell County, but its prisoners are in the state correctional system. SWRJCF, the main jail for McDowell adult detainees, sits in Logan County. FCI McDowell is federal. These locations can mislead a person who searches only by county name.

Classify the custody before searching. A McDowell arrest held pending court normally starts in the regional-jail channel. A state-sentenced prisoner at Stevens belongs in the WVDCR prison channel. A federal prisoner belongs in the BOP locator. If a state release record names another authority as destination, follow that authority rather than treating the Stevens exit as universal release.

This custodian-based method also keeps records requests narrow. Stevens and WVDCR handle the state institutional event. The McDowell court holds the sentencing or revocation order. The Parole Board holds parole authority. Each source proves only its own part of the release.
