A released event establishes exit from the reporting custody. It does not prove freedom from every custodian. A person can leave SWRJCF for a state prison, another jurisdiction, or an authority acting on a detainer. That is why the facility and event wording matter as much as the status label.
Scheduled and actual dates also differ. A WVDCR time sheet may state a Minimum Discharge Date or Final Release Date, which is conditional on uninterrupted confinement and good-time changes. Registration is tied to the selected record. Check the identity and facility once more before submitting contact information. A notice for the wrong person can cause needless confusion, while a notice from the wrong facility may describe a custody path unrelated to the McDowell case being tracked.
Notifications are prompts to verify, not permanent release records. Save the date and exact event wording, then contact the reporting agency if the notice conflicts with a court order or current locator result. McDowell VINE Transfer Timing

Agency-supplied data may also be incomplete, delayed, or corrected. A VINE event is not a court order and does not replace the institutional movement or release entry. Written McDowell Release Notices
West Virginia has two distinct notification layers. Automated VINE registration is one. Written statutory notice under West Virginia Code §62-12-23d is another. WVDCR explains that a written request to its agency triggers VINE enrollment, but a separate written request to the West Virginia Parole Board is still required for Board notice.
This distinction matters for a state-sentenced McDowell person. WVDCR holds and reports correctional custody. The Parole Board makes and records parole decisions. One request does not silently cover both agencies. Keep copies of each request, identify the person with available official details, and follow each office’s instructions for updates.

A court order has a different role. It may show bond, dismissal, sentencing, or revocation authority in the identified McDowell case. It does not establish that all jail processing ended at the same moment or that no unrelated hold existed.
